How does the Cerulean Prime copy the Onyx Beta? I read that the mimic ability only works on similar Outlaw models, is this me not reading it right or???

I noticed from the faction cards that my Icterine Engineer has a small base specified but is supplied with a medium base, is this going to change (hopefully just the card, as I doubt the model will fit on a small base). I wonder if any other models might be similarly affected.
